No, only Series 4 BasicCards support RSA. As far as I know these cards are only available on request by now.
Though, if you don't need RSA but just some sort of public key cryptography, you can use ECC (elliptic curve cryptography) which is deemed to be as secure as RSA and which is supported by all newer Professional and MultiApplication BasicCards.
