There is a known bug in BasicCard .Net Library, causing the basiccard.properties file not to be found in assembly directory. Here is the Bug information:

Hope this helps. I recommend to place the basiccard.properties file in current working directory too. You may use the BasicCard.Properties class from within your code to check if the properties you have specified are active.
