Card inserted in VB2005

I read through prior posts but could not find help on actually using the card inserted event. Not sure how to implement it. sample like a timer.event or button.click.
I need to turn a bit on in a PLC only after a card is inserted in the card reader and do not want it to keep polling to see if the card is in. I find the card reader hangs if I keep persistently polling for information from it. I have the rest working fine.

I read the help files but was unable to succeed.
