There is no way to erase a card which is in RUN state.
BasicCard states limits the use of "dangerous" predefined commands. ClearEeprom command would be required to erase a card. ClearEeprom can be executed in LOAD state only. You can use SetState command to switch from TEST state to LOAD state. But SetState command itself is disabled in RUN state. So there is no way back from RUN state.
